SOFIA, Aug. 27. The Government is maintaining 40,000 destittitd refugees from Thrace, and 150,000 from-' Macedonia. Meanwhile, pending a settlement of their respective claims against Turkey, 40,000 Turkish, prisoners in Bulgaria, and 80,000 in G.reece, are not being liberated, lest they strengthen Enver, Bey's forces.
