[press association.] NEW YORK, Aprfl 29. Mr Bryan is still at Sacr-amento. "He proposed that California should suspend the legislation until the Federal Government had time to negotiate a ;new treaty. The Governor refused to agree. It is now thought probable that tibe Japanese will appeal to the United! States Supreme Court. Cabinet has discussed Mi' Bryan's reply, but a statement is not forthcoming.
