WHICH MONTENEGRO REFUSES
INFLUENCES FAVORING ESSAD.
(Received April 30, 10.45 p.m.) LONDON, April 30. The Telegraph's Vienna correspondent states that Baron Giesl at Gettinje demanded, in behalf of Austria- ' Hungary, the immediate and unconditional evacuation of Scutari.

With a view to preventing 'unnecessary delay the Powers are arranging the preparation of a basis of peace for the approval of the belligerents. Monday's conference showed that the majority of the Powers were not .prepared to adopt warlike measures against Montenegro, although apparently they were prepared ito consent to the occupations of some coast town in the event of continued •recal-' ■jcitrancy. Some diplomatists, interviewed in London, suggest that Essad, who is influential with a more or less organised following, enjoys the prestige of the gallant defence of Scutari. These : influenced will be missing in the case of a foreign prince or other outside nomineeL Therefore, it is hinted, that if- allowed to govern Albania ;Essad will be willing, in. exchange for Scutari,' to make concessions satisfying Montenegro.
