CIVILIANS OFFERED FREE PASSAGE.
(Received Nov. 3, 5.5 p.m.) • SOFIA, Nov. 3. The Bulgarians invited the'civilians -to quit Adrianople, but the commandant replied that he was willing if the garrison likewise received a free passage. The Bulgarians refused this.
