BERLIN, Sept. 29. A Bill embodying the concessions concerning meat stuffs operates retroactively from October Ist, and expires in March, 1914. The official note insists that the scarcity is transitory, and no puncturing of the tariff or interference with inspection will be permissible. The newspapers emphasise the fact that petitions from the great cities demand admission of froeen beef from overseas, especially from' Argentina, which remains excluded, and also demand a permanent change in the present system.
