Claud'e,Hamilton, F bOTorß^the Commission, said that the failure of conciliation was due to the determination of dihe Railwaymen's Society to make it a. failure. .For arbitration fchey should hiavei a High Court Judge A' person of lower standing was not acceptable. .The Railway Companies advocated a heavy line or imprisonment fort award-breakers. Any .scheme the Comimission might devise would not satisfy the unions. They were not created for the purpose of being satisfied. He saw no reason for satisfying <the disturbers of public order.
