TOWN PLANNING
The House resumed at 7.30 p.m., and went into Committee on the Town ' Planning Bill. Mr J. ALLEN objected to the section providing that after considering a scheme the Town Planning Board should report upon it to the (lOvernor-in-Council and raake reoom^ ltiendations. • As it provided dual control he was prepared to trust the Board, and thought the reference to tlie Govenior-in-Council sliould be deleted. Mr A. MYERS supported the objection. Mr G. W. RUSSELL suggested that the final authority in the- matter sliould be vested in a body answering to the English Local Government Board. The Minister might be president of this body. Messrs Davey, Wright, Luke, and Witty objected to the power vested ;n the Governor-in-Couucil. . The Hon. Mr FOWLDS defended the Board. The Board,; as he proposed ifc, answered to the expert officers, of the Local Government Board as at Home. Mr G. J. ANDERSON moved an amendment that the Board, after considering tiho scheme, may approve it with such modifications as it may. think fit. The, Hon. R. Mr ANDERSON explained that V.'is amendment tended more towards the protection oi small towns. The Hon. Mr FOWLDS intea--jeoted th&t the catch cry against the (3ofernor-in-Council was a futil& one. It was a new tiling to propose that the final seal of responsibility should be on anyone outside the Ministry. The Goveraor-in-Council was a protection for the individual.
Mr G. W. RUSSELL said that it was not a matter of making a catch, 'cry of. the "Governor-in-Council, but of* fighting for the principle of local splf-government. At what point were tlie powers of Ministers to cease* and how far did the powers of the people go? He stood for local self government. The early settlers had fought for it and won it, and lie intended to stand up for it. Messrs Sidey, Herdman, and Davey thought tliere was too much. Gover-nor-in-Council in the Bill.
