Sir,—As no one who is in favor of the above scheme has so far attempted to correct the conclusions I came to in my previous letter I bould only assume they were correct; but during th.c- course of a conversation with one of our City Fathers this' morning he stated that only a half rate would have to be paid by those who were not connected with the above scheme, arid further, tMt ratepayers who were more than one hundred yards away from the mains would not have to pay the, rate> .»& all. I think it may be fairly assumed, that two-thirds of the buildr ing sections vriW not be cxmnecfed with the scheme, and will therefore pay only a half, rate, and a f&ir number will not pay any rate p£, ''«jll: for this scheme. I should therfifo ri# like to ask how it is proposed to jpay the interest and sinking fund on this loan, as- I understand, it requires the full rate on "the unimproved value of all the sections in the borough to pay this interest and sinking fund. I trust this will be answered in a plain manner, so that all- ratepayers can easily grasp the situation.'
