The Trades Union Congress, without • d^ba'te, passed a resolution that the.Government should commence works of -public utility in 'behalf of -the unemployed. It condemned "boy -messengers, and demanded the- pay--mejitdf.jurymen, on.the ground tha-t -Working-men are now not tried "by -their peers, "but by therr-superiors.
