The United States and Mexico are negotiating for a treaty for the compulsory registration of seroplanes and dirigibles; unlicensed airships to be treated as smugglers and pirates. The New York World and the St. Louis Post-Despatch jointly offer $30,000 for an aeroplane flight from New York to St. Louis. The New York Times and the Chicago Evening Post offer $25,000 for a flight from New York to Chicago.
