OFFICIALS CREATE A "CORNER"

SYDNEY, April 27. The Rev. Mr Cowling has received a letter from his brother, who is a missionary in China, jusipgprior to the outbreak of the troubles in Changsha. The letter stated that the outlook was bad. Floods had destroyed a great part of the rice crop. The authorities, instead of doing their work, were neglecting the administration and pocketing the money. They had also formed a "corner" in rice, and this was causing much murmuring and discontent. The soldiers were joining the trouble owing to the officials keeping back their pay.
