"UNTRUE THAT WE HAVE FALLEN BEHIND/
(Received Jan. 3, &25 a.m..) LONDON, Jan. 4. Sir Edward Grey, speaking at Craster, said: '.'We .have, kept the Navy up to the mark, building many ships, because abroad, and especially in Germany, so many pew ships are being built. It is quit© true that there is competition in Navy shipbuilding, but it is '■-untrue that we have fallen behind. I do not like this increase in naval expenditure—it must be a burden on the- resources <tf any country; but a Navy is essential to our safety. We cannot afford to let other countries get up to us. We have been keeping ahead,of them, and, much as I may regret an increase in the expenditure on armaments, which is already so enormous here and in other countries, it is essential that we should be on the safe side in regard to the Navy."
