It is quit© true that there is competition in Navy shipbuilding, but it is '■-untrue that we have fallen behind. I do not like this increase in naval expenditure—it must be a burden on the- resources <tf any country; but a Navy is essential to our safety. We cannot afford to let other countries get up to us. We have been keeping ahead,of them, and, much as I may regret an increase in the expenditure on armaments, which is already so enormous here and in other countries, it is essential that we should be on the safe side in regard to the Navy."
