The Prime Minister said there would be no alteration at all sio far as the tariff was concerned. The object was to enable one per cent, extra -W ,j)0 jmposed upon all dutiable articles. Mr Massey: Will it apply to preferential goods as well as to ordinary ? The Prime Minister: Yes, though it will not be one per cent, on the duty,'but on the value of the articles imported. ■ ■'■■■'_ The resolution was agreed to without further discussion.
