MAXIMUM AND MINIMUM RATES.
RETALIATION OR RECIPROCITY.
' [PBESS ASSOCIATION.] The Finance Committee's substitute for the maximum: and. minimum provisions of Mr Payne's Tariff Bill has been reported in the Senate. It provides for the application, on. the Ist' April, 1910, against any country discriminating against United _ States products, of the maximum tariff, consisting of an additional 25 per cent, ad valorem on all rates.
In the Senate the Bill Committee; also a^ecommended, in cases of countries to which' maximum rates aire applicable, a duty of ten cents pesr pound on>tea~ and 5 cents on coffee. ' ■"■■■'■•'■.• The President may. in the even* of ■no discrimination, grant minimum' rates ito the whole of a foreign country, or exclude its dependencies or colonies. Thus, according to th& newspapers, the maximum may. become apv plicable to any foreign country or colony which adopts and enforces tariff legislation.
