RUSSIA SENDING TROOPS AND
FOOD
(Received April 24, 8.30 a.m.) TEHERAN, April 23
Owing to the breaking of the armistice and' the neglect to supply food, Russia is sending troops and food by forced marches to Tabriz.'
The Russian Consul says that the Royalists at Tabriz did not receive the Shah's order to allow provisions to enter the town.
The starving populace are clamoring at the British ,and Russian Consulates.
