'The Labour Congress endorsed Mr *Fi§her's naval policy, and rejected .•an amendment by Mr Bowling, of jStewsastle, that the naval subsidy to Ur'itain be withdrawn, and that a compete system of military training !be ;k*augurated for defence purposes rfwi purely volunteer lines and under «lernq#patic control. Mr fßowling said that he .disliked Mr 2*'ifher's policy as much as any ■ psxt forward by a capitalistic ©overnm«Mnt..
