WELLINGTON, July 17. It is understood that the Customs Department is contemplating severe measures in connection with false certificates of origin by British shippers. Goods labelled "made in Chicago" and "made in Germany" are arriving with certificates of British origin. In two cases recently. notice of seizure has been given, the goods being liable to forfeiture.
