CHRONICLE EXPLAINS 'THE
POSITION

LONDON, July 16.
The Chronicle's special correspondent, referring to The Times' military correspondertt'-s thinly-disguised attacks; on Mr' Lloyd-George and Mr Churchill, in connection with Mr Haldane's- Army scheme, explains that the Government* appointed a committee to bring the military expenditure nearer the figure at which it was before the Boer War. . It emphasises the fact that there is much waste ill the establishment of changes throughout the Army. It''remarks that there is no more loyal and peaceful part of the Empire than South Africa, yet South Africa, is garrisoned as if it were another Ireland. The Chronicle advocates the withdrawal of the Army, which would effect a saving of £350,----000 pet annum.
