LONDON, April 30. Mr Henniker Heaton, in, an article in the Financial Review of Reviews, advocates a charge of one penny per word for telegrams throughout the Empire, and eventually throughout the world. He urges the Home and! Colonial Governments to acquire all land lines and inter-Imperial cables at a fair valuation; the work would then; benefit the whole, people.
