LONDON, Nov. 12. A dense fog upset the receptionoorf r the Kaiser at Portsmouth.
The Prince of Wales in a torpedoer • boarded the German Royal yachtHohenzollern at Spithead, where the Channel Fleet saluted.
The mist spoilt the impressivenesa of the display.
The Kaiser wore the uniform of a British Admiral.
King Edward and Queen Alexandra met the Kaiser and Kaiserin at Windsor Station, and affectionately embraced them.
The Kaiser remarked to the Lord Mayor: "It seems like home again coming to Windsor. lam always glad to be here."
The Kaiser issued a notice stating, that he was deeply touched at the cordiality of the welcome and warmth, of the reception at Portsmouth and Windsor.
