Sic Wilfrid Laurier, in replying to the resolution adopted by the Labour Congress at "Winnipeg, declined to denounce the Japanese treaty, which, lie said, had proved of great advantage. Trade with Japan had considerably increased. He declared that the recent disturbances were directed against Asiatics generally rather than against Japanese specially;
