denounced on all sides. Lord Fitzmaurice urged -patience, expressing the hope that the Belgian. Parliament, in the event-of the;. annexation of the Congo, would obtain-real-and effective control, which would lead to radical reforms. Pie emphasized the dangers" which would attend, any rash action. «jtt—^ Lord Lansdowne concurred in Lord Fitzmaurice's views.
