In the House of Commons, during the Budget debate, Mr Asquith said that while the entire proceeds of direct taxation went to the Exchequer, under a system of tariffs much of the benefit went to the pockets of the favoured interests It was impossible to do justice between the parts of the Empire unless they supplemented preference on food with preference on raw material.
