Hained the opinion that the"tunnel 'would be of great convenience, fout he •*lid not believe it possible to convince " the nation that we would run no risk; 'by the construction of the tunnel; hence the construction would occasion a new source of anxiety -in apeace time ; and grave additional eaus& of anxiety in war time. Major-General Baden-Bowell, replying to a correspondent, says he con- ; siders that the tunnel imm a strategic, standpoint would be; a'mistake.
