The Council proposes to pledge a Special Eate of Three-eighths (|d) of a Penny in the Pound on the Eateable Value (on the basis of the Unimproved ' Value) of all Eateable Property withinj the Borough of Blenheim as Security for the said Loan of U our Thousand Pounds and the Interest and Sinking Fund thereon. It is proposed that the whole amount iof the Loan shall be re-payable at the j expiration of Thirty-two Years, computed from the Ist day of March, 1907.
