[In the House of Commons on May 10, Mr Vivian's strong resolution favr ouririg the reduction of'armaments was accepted by Sir Edward Grey (Foreign Secretary), who expressed the hope that it would influence other Parliaments. The motion was adopted without dissent, on Sir Edward Grey's declaration that Britain would take the initiative at the Hague Conference. What we were able to do at the Hague, he said, depended on the response of other nations.]
