Sir,—The Harbour Bill is now being advertised in the Marlborough Herald. .Now, Mr Editor, can and will you explain the meaning of all the powers of the Harbour Boards Act, 1876? Does not that Act give the would-be Harbour Board all the powers to strike and collect rates, to borrow by loan on rates, etc., and throw the same into the sea? What is the meaning of " every " ratepayer in the Harbour Board district ? Are there to be rates ? And what rates? Wake up farmers, and do not stand by, or the gentry will throw your farms in the ditch, on the excuse that it will relieve you of floods, when they are well aware that the flood has fallen three feet in BlenheiriTtfetore it is at its height at the Bar?—l am, etc., KEEP OUT OF THE SEA.
