RECIPROCITY.
Mr Seddon is not coming back from the Commonwealth . empty-handed. The negotiations between the two Premiers have resulted in the drafting of a treaty between the Commonwealth and New Zealand, which it was anticipated would be signed by Sir William Lyne, the Federal Minister of Customs, and Mr Seddon in the train which yesterday conveyed the Ministors to Sydney. There is a dramatic touch about the incident of the kind that gratifies our Prime Minister, and no one will grudge him his enjoyment. Ihe exact terms of the treaty will not be made public until it is laid before both Parliaments, and therefore it will servo no purpose to speculate upon it now. But wo cannot rofrain from expressing .satisfaction at the result, the nature ot winch is in such close agreement with our predictions.
