PETERSBURG, June 7. / The Socialist members of the Toil Party proposed that the Duma refer the agrarian programme, to local committees elected, by direct universal suffrage. The peasant members of the Toil Party, recognising in the Socialists disguised revolutionaries, refused their guidance. The Duma almost unanimously rejected the proposal. The Moscow workmen, reversing their previous attitude, now strongly support the Duma. They contemplate a general strike if M. Goryemkin, the Premier, continues defiant, but will ont have recourse to an armed rising.
