Sir, —Jupiter Pluvius has been at work all night, and even now is hard at it up country, and yet we are not ready to receive the beneficent waters when they come down to us at the Bar, and utilise them in opening out the new channel. Nothing has been done at the new. cut; there are the scoops rusting in the weather, but no horses and no men to do the work. Twenty-four hours of solid work would complete the job, and reduce the level of tlie waters on the low lying lands by a foot or 18 inches. Who has charge of the work? The Riyer Board or who ?
