The Earl of Portsmouth, in reply to Mr. Wemyss, made an important statement regarding Home defence. Britain had a mobilisation scheme enabling it to mobolise quickly in any Continental nation. The two services we.re entirely in accord concerning measures 01 defence.
Sir H. C. Bannerman promised a Royal Commission to enquire, into police methods and deal with disorder in the streets at night, and to take special cognisance of the aspersions cast by a French lady illegally arrested.
Tho Plural Voting Bill was read a second time. Mr Arnold Forster's amendment, insisting on re-distribu-tion as a pre-requisite to any changes in the franchise, was negatived by 403 votes to 95. . .
