Herr Radowitz, the German representative, anon need at Algecira.s that Germany did not object to France and Spain policing Moroccan ports; if guarantees were ensured of economic and political liberty to all. Austria suggested that Switzerland or Holland should nominate an Inspec-tor-General of Police, who should report to diplomatists at Tangier. She also suggested that Spain p'plice the southern "and Pi'aucp £he northern ports. Both suggestions were not acceptable to France or Spain.
