FAREWELL SPEECH BY THE EX-
VICEROY
[press association.] (Received Nov. 18, 7.23 a.m.) BOMBAY, Nov. 17. Lord Curzon, in a farewell speech, said that he resigned on account of two great principles. The first essential must be the indestructible subordination of the military to the civil authority; the secondary one was that it was necesary to pay due and becoming regard to Indian authority in determination of Indian needs. "In defending those principles," said the ex-Viceroy, " I am sacrificing my position sooner than sacrifice them. I have behind me the whole Civil Service of India, and the unanimous weight of unofficial English opinion in India, the overpowering preponderance of Indian opinion, and, more significant still, the .support of the greater part of the Indian Army. These principles have, momentarily disappeared, but will reappear before very long."
