Count yon Bulow, tbe Premier and Imperial Chancellor, made a statement in the Reichstag in explanation of the new commercial treaties, which become operative on February 16th, 1906,
The Chancellor also announced that Russia had agreed to recognise the Brussels Sugar Convention.
