Press Association, Electric Telegraph. Copyright. Received July 21, 0.14 a.m. Capetown, July 20. The Select Committee of the Transvaal Legislative Council appointed to deal with the diamond mining laws disagreed. A majority recommends that the owner should receive an undivided 25 per cent, share in the mine, the remainder going to the State. The minority recommends that the owner receive 40 per coat. The Committee unanimously recommend that the owner should work the whole mine.
