A Blue Book reveals that an AngloPersian commercial treaty was signed by the Belgian Administrator of Persian cistoms and ports, as second plenipotentiary for Persia, but was not signed by the senior plenipotentiary, whose name appears in the preamble. Moreover, French text was substituted for English, and is alone authoritative. Previous treaties were drafted in English.

The Persian treaty secures to Britain a special tariff and complete equality with Russia regarding trading privileges.
