AMERICAN ASSENT TO RUSSIAN
OWNERSHIP.

It is semi-offioially announced here that Colonel Hay and M. Cassini hare arranged for the opening of treaty ports on the 28th inst. The Russian Charge d'Affaires afterwards renewed the pledge in writing.
Mr Conger's duty was to secure the embodiment of a commercial treaty with China under conditions whereon ports would be open.
The conference at Port Arthur placed the internal administration of Manchuria on a workable and harmonous basis, rendering possible the opening of ports without an undue sacrifice of Russia's interests, and guaranteeing that the opening will be respected.
Americans are elated at Col. Hay's success, Japan warmly complimenting. Ifc is semi-oflicially interpreted in New York that Russia has scored a nominal diplomatic victory in getting America to assent to her ownership of Manchuria, while America has secured a complete business victory.
