OPENING OF THE ENQUIRY.
MR SEDDON'S "THREATS."
Press Association. Electric Telegraph Copyright. London, June 18. The Prime Minister (Mr A. J. Bal« four) announced in the House of Commons that the various departments concerned had begun their enquiry into the fiscal system. He said the Government did not propose to lay • down limitations to the enquiry.
In reply to a question by Mr La* bouohere regarding the " threats " of Mr Seddon, Premier of New Zealand, Mr Chamberlain said that in a few special cases the Motherland would negotiate, on behalf of the colonies, for reciprocal arrangements with foreign Powers ; bat that in no wise impaired the powers of the colonies to make such arrangements as they deemed fit with the Motherland or with each other.
