MR SEDDON'S "THREATS."

Bal« four) announced in the House of Commons that the various departments concerned had begun their enquiry into the fiscal system. He said the Government did not propose to lay • down limitations to the enquiry.

In reply to a question by Mr La* bouohere regarding the " threats " of Mr Seddon, Premier of New Zealand, Mr Chamberlain said that in a few special cases the Motherland would negotiate, on behalf of the colonies, for reciprocal arrangements with foreign Powers ; bat that in no wise impaired the powers of the colonies to make such arrangements as they deemed fit with the Motherland or with each other.
