Lord Oranbourno's statement in the House of Commons in reply to a question on the Congo Free State atrocities was not altogether satisfactory to the House. Mr Balfour intervened, and accepted Mr Herbert Samuel's resolution that tho Government should confer with the co-signatories of the Berlin Treaty and with tho Congo Froe State, and securo an abatement of tho e^iis and freedom of trade; Mr Samuol consenting to omifc a statement that the Free State constantly violated tho treaty.
