In the course of a speech at Binning ham, Earl Spencer spoke in a pessimistic strain upon the recent divergences between the Nationalists and Liberals, and also upon the Nationalists arousing the antipathy of the English people during the Boer war.

He recognised that Ireland would only be satisfied with self-government, but declared that suoh a measure was very distant. His consistent belief was that it was likelier the Unionists would carry such a measure than the Liberals.
