* _ A RISE IN DUTIES. New York, February 18. The has been a rise of 30 per cent* in Venezuela's import duties, and a considerable inorease in the export duties. Coffee and cocoa are subject to the Columbian Treaty's ratification. The protocol settling American claims against Venezuela concedes America advantages not granted to other Powers.
