THE ARBITRATION PROPOSAL.

Mr Hay, replying to General Castro's proposal to Mr Bowen to ask for arbitration,'author ises Mr Bowen in his own discretion to use bis good offices for peace, but whatever is done in that matter be would represent not the United States, but Venezuela at the Venezuelans' request.
