Russia has dexterously withdrawn from the government of Tientsin on tho pretext that she could not impose onerous conditions on China preliminary to the Viceroy's resumption of affairs.
The Times Pekin correspondent says that Britain ought to withdraw-, 9Btt Italy-and.' Japan 'would then do like wise. Doubtless France would follow Russia, and Germany thus be left to cope with the situation alone.
