Giving evidence before the Victorian Factories Commission, Messrs Rigg, M.L.C., Vaughan Crewes and Orr generally favoured the working of the present legislation, though they admitted that minor amendments were necessary. They all supported the Conciliation Boards being retained. Mr R. M. Tolhurst, City Councillor, said he looked upon the Boards as a farce, the members being more concerned with the fees due to them than anything else. It was, in his opinion, pernicious for one man to be secretary of a number of different Unions, for he then became an agitator pure and simple. ! The members of the Commission were welcomed to the city by the Mayor during the afternoon.
