Press Association — Electric Telegraph' Copyright. St. Peteusbuhg, April 9. A Russo-Persian ]oan of ten million roubles has been arranged on the tame conditions as the loan in 1900. The Novoe Vreinya states that the Darcy ciL concession in tho Kerkhah Valley, Western Persia, following on the heels of the Anglo-Persian Telegraphic Convention, is a fresh blow at Russian influence and interests in that country, and vigorous action is necessary to regain the ground lost there.
