Parliament was opened to-day. The speech, which was democratic in tone, promises an increase .in technical education, and an improvement In industrial conditions. The Factories Act will be amended and provision )>e made for the better accommodation of shearers and bush workers. Land will be set aside in small areas near centres of population at a rental not exceeding 5 per cent, of the capital value, and steps will be taken to open up foreign markets for the colony's, products. The system of Government relief is to be revised. The speech adds that the finances are improving, and there is a general revival of prosperity. Refer ence was made that the adoption of Federation removes the question of freetrado or protection from party differences.
