A BOER PLEBISCITE.

The Standard, referring to the possibility of a Boer plebiscite being taken on the question of peace, says that if the leaders act, and - a plebiscite is granted, it must"necessarily include the Boers laow ia British hands, whose verdict undoubtedly would be a prepondering one.
