Tlie Harbor Board meeting to-day was very exciting at times, more than one conflict over the chairman's ruling taking; place. A most unusual incident occurred, one of the members, im known to the others, locking the Board room door. This was the outcome of last meeting, when his motion with reference to the appointment of a Govvernment nominee lapsed for want of a quorum, the three Government members having retired before the motion was put. There was great confusion and uproar when the door was discovered locked. Attention was called to the illegality of the proceedings, and eventually the door was opened from outside by another key, when the chairman put the motion, several members standing and talking at the samo time. No opportunity was given for an amendment, and no voto was actually taken, but the chairman declared the motion carried, and vacated the chair. The meeting ended in confusion.
