Mr A. Leys, of the Npw ssea'and Federation Commission, speaking to au interviewer, said lie had little doubt that New Zealand, if it federated, would have to inato good, either from direct taxation or by the adoption of the surplus revenues, at least £1350,000 a year. This, in itself, did nob present any great difficulty, but it should be observed that after providing for the loss named, the colony would still have to provido, from soiuc form of direct taxation, for any works winch were not sufficiently reproductive to pay the whole interest on the cost of conatv-wo-tion. Thus, freedom of action in entering upon such schemes for the dovelopmont of the country as its Government hitherto favoured, would be materially cm-tailed. This was one of the chief difficulties winch presented itso f in the way of New Zealand's entrance te*o_tlw federation, • • .-
