The Standard states that Chang Chihtung, one of the Yang-tse Viceroys, will on Wednesday review 20,000 foreign-drilled ■■'troops,-'.•which, are in readiness for any expedition. /
The Daily Telegraph states that Russia claims from China the expenses of maintaining 123,000 troops in China, and for losses caused by the destruction of the railroad in Manchuria.
The claim exceeds that of Germany. Rsusia's action in making such a large claim is attributable to the rejection of the Manchurian Convention. '
